The Demise of the 28-Point Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is devoted on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by up-to-date information. From observation points, defense planes that had been dispatched to intercept incoming aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every launch shakes the surroundings, causing tremors. The brief panic quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and further power outages.

Continuous Dangers

Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Regrettably, the bullets missed the hostile drone – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those full day illustrated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new initiative from American administration unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually secure success. This pattern will, no doubt, persist.

Political Considerations

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to pressure the Kremlin to relinquish the land that it currently occupies in Ukraine's south or east.

The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through words or deeds, from believing that the situation will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to accept conditions that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing lives and land but averting a complete military breakdown until conditions improve in its favour.

Existing Situation

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
